I believe the levy is set too high because I have been unable to raise my prices for the last three years without seeing bookings drop off. I also think the cost of collecting this money could out weigh the benefits . Would a person staying in accommodation for working purposes still need to pay? if so this again is not a good idea. Tourists will not stay in Wales for as long as they did and will stay just over the border in England where possible.
The registration scheme could be good at removing the 'hobby' host and host who don't take safety and quality seriously if it is implemented in a thorough and sensible way by preventing advertising if the accommodation doesnt have a registration number. This would also give guests confidence the accommodation is reputable.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.

Tourists shortening their stays in Wales or staying just over the boarders in England.

It will impact my business negatively as I havent been able to increase my prices in three years due to seeing booking decrease if the price rises. If the levy is added to turnover then more businesses will go over the VAT threshold and this will be a double tax plus visitors will not be able to afford the additional cost.
The powers to make subordinate legislation are set out in Part 1: Chapter 5 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf).
The Welsh Government has also set out its statement of policy intent for subordinate legislation (https://business.senedd.wales/documents/s155951/Statement%20of%20Policy%20Intent.pdf).

Enforcement is necessary otherwise it is pointless in the legislation existing as everyone will ignore it if there are no consequences.

The last few years have been very challenging for everyone. However, tourism has been hit extremely hard due to all the new rules the Welsh Gov have put on us plus holidays are a luxury so fewer people can afford to travel or stay in accommodation. This needs to be considered with all the recent regulations and 182 day target which has been implemented.
